The SCM development path of Eastern Cape dept of Health & Treasury

Growth.jpgThe Eastern Cape Department of Health & Treasury (ECDHT) has taken its first important steps towards professionalising supply chain management (SCM) within it ranks.


In pursuit of supply chain excellence and improved service delivery ECDHT has engaged with the Chartered Institute of Purchasing and Supply (CIPS) Africa, a professional body for procurement and supply chain, and Commerce Edge South Africa, a registered international CIPS Study Centre, as the strategic delivery partner.

 

AndriesLouw.jpgThe development of SCM is based on the premise that “people are at the centre of a department’s performance, with SCM a key driver. Having a highly qualified, multi-skilled SCM work force, linked to a professional accreditation system will facilitate professional best practice behaviour across the departments and increase ethical behaviour; employees will not just be accountable to their management, but also to their professional body,” says Andries Louw, Chief Director SCM, Eastern Cape Provincial Treasury.


Consequently, the department identified an imperative that development takes priority at all levels of work, based on a ‘Professionalisation model’ approach that provides a learning platform upon which to build competencies aligned with government departments’ strategies on an ongoing basis.
 

To facilitate this wide spread development the Province of the Eastern Cape enlisted the services of CIPS Africa and Commerce Edge SA to provide an assessment service for the supply chain function; the process reviewed each individual’s competence and identified the ‘gaps’ that can be addressed through training and education pathways, notes Nontsikelelo Netshilaphala, General Manager SCM, Eastern Cape Department of Health.

 

KeyElementsSCMcompetence.jpgThe assessment comprised the CIPS readiness assessment conducted using Commerce Edge’s proprietary Development Dialogue Tool.


After identifying training development needs and skills interventions required per individual, and developing ‘individual career development plans’, personnel were identified for training and education tracking, mentoring and annual review.

ECDHT and its SCM professionals will benefit from the CIPS professionlisation programme as teams will perform their tasks with confidence and great expertise, deliver SCM excellence and, ultimately, do more with less – better spending of the budget, notes Stoltz-Urban.
