Open tender process shines light on procurement

 

tenders.jpgThe Gauteng provincial government (GPG) hosted its first open tender seminar showcasing the progress the province has made in rolling out its open tender project over the past two years. The event was also aimed at encouraging other provincial governments and municipalities to adopt the process.

 “We took the decision in 2014 that it was imperative to find ways to restore confidence in the public procurement process,” said finance MEC Barbara Creecy, who was the programme director for the day.

It is vital that citizens see how their money is being spent, said finance minister Pravin Gordhan, delivering the keynote speech at the seminar.

"We need to ensure that we get value for money from the taxes of the public and the borrowings we make on that money. I congratulate GPG on its determination to make procurement more transparent. The greater the spotlight that shines on procurement, the better.”

Tshwane opens tender process to the public

 

SollyM.jpgThe city of Tshwane has opened its tender processes to the public in a bid to make them more transparent, said mayor Solly Msimanga in September.

“Corruption in tenders happens behind closed doors when politicians sit and make multi-million rand decisions. Now I have opened the doors to the public, and I encourage the public to scrutinise how we spend,” he added.

KennethBrown.jpgPolicing South Africa's R500-billion supply chain management system was an enormous task involving more than 20 000 staff and 220 000 suppliers, Treasury chief procurement officer Kenneth Brown said.

The supply chain management system, in which tenders are often rigged by officials doing business with the state, lies at the heart of huge corruption in the country. The Treasury established the national procurement office three years ago in an attempt to get to grips with the problem and modernise the system.

While national treasury is pushing ahead with an e-procurement portal, questions are being raised about what has become of the 30% of procurement budgets set aside for small, medium and micro enterprises (SMMEs) that President Jacob Zuma announced in the 2015 state of the nation address.


Last month, finance minister Pravin Gordhan said in his budget speech that from April 1 all companies wishing to do business with national and provincial government their entities must be registered on national treasury’s central supplier database. Municipalities will join on July 1.

Zimbabwe procurement bill to correct procurement practices

 

robert-mugabe-un.jpgTo curb “unsound" procurement practices that are “slowing down” Zimbabwe’s economic growth a new Procurement Bill would be drafted and tabled in Parliament before the end of the year, President Robert Mugabe announced in his State of the Nation address.


The Bill will incorporate COMESA procurement guidelines which emphasise devolution of power to award tenders to procuring entities. These organisations will include government ministries, parastatals, state enterprises and local authorities, Mugabe said.

Draft regulations have the "potential to legalise corruption"

 

ReformsCorruption.jpg“The new draft regulations, if they are accepted, will legalise wholesale corruption at an even grander scale than we are currently witnessing,” said Helen Zille, Democratic Alliance (DA) premier of the Western Cape Government.


Speaking on amendments to Preferential Procurement Regulations put forward by government, the premier said that amendments to the procurement law “will cause the collapse of the South African economy”.

Public sector e-tender portal and central supplier database set to go live

 

SupplierDatabase.pngGovernment is introducing an electronic tender portal for public sector contracts to improve the supply chain.


President Jacob Zuma said the portal system would be phased in from April, however, it this has been pushed to May.


Government is taking action to improve the performance of its supply chain management system to “prevent fruitless and futile expenditure as well as corruption”.


A centralised supplier database would also be introduced this month. It is a central list of approved suppliers that have been vetted for cost and quality, managed by the chief procurement officer, said Treasury. Once it is fully functional, it will replace around 600 supplier databases that currently exist.

Parliament.jpgThe Office of the Chief Procurement Officer (OCPO) has launched a website to assist government officials and personnel of state-owned enterprises to create tenders, and to provide guidance to suppliers bidding for tenders.


The website forms part of the OCPO's objective of minimising procurement-related corruption in government while, at the same time, making government's supply chain management (SCM) system more accessible and innovative.
