<![CDATA[<p>The report discusses the lack of transparency and accountability in the mega-event&rsquo;s decision-making and pays particular attention to the tendering practices employed and the effectiveness of South Africa&rsquo;s existing regulatory framework.</p><p><b>Stadia</b></p><p>The report explores irregularities surrounding the contracts for Soccer City and introduces evidence of how City of Johannesburg has effectively ceded the profits it will earn from the World Cup to a little-known company whose &lsquo;empowerment status&rsquo; is under question.</p><p>Furthermore, it examines controversy behind Mthatha&rsquo;s stadium and allegations of bribery; accusations of favouritism around the contract for the upgrade of the Absa Stadium; how Cape Town came to build Green Point Stadium, despite FIFA&rsquo;s inspection committee finding that Cape Town had other suitable existing options; and whether the proposed benefits of the new Moses Mabhida stadium are actually intended for construction firms, empowerment regulars and the political elite.</p><p><b>Tender irregularities</b></p><p>The report provides fascinating material alluding to irregularities in the allocation of advertising and branding contracts by the Eastern Cape Tourism Board.</p><p>Interestingly, it highlights the disproportionate power and leverage FIFA wields over host nations and their governments, allegedly manipulating deals and profits in their favour. After reaching a peak of 60.4 in February 2010, the PMI has now declined for four months in a row. The recent trend for the SA PMI is quite different from international developments &ndash; the global PMI rose from 55.4 in February to 57.2 during May.</span>]]>
<![CDATA[<p>Despite the easing in recent months, the average SA PMI for 2010Q2 remained above 50 at 51.6, down from the 56.5 recorded in the first quarter of 2010. While the Q2 average suggests that the sector continued to expand, it does point to an easing in momentum.</p><p>The June PMI weakness was widespread amongst the most important PMI subcomponents with the business activity index down another 3.8 points to well below 50 at 45.2. Reduced working hours related to the FIFA World Cup may explain some of the decline - the fact that new sales orders (although easing somewhat) remained above 50 and the backlog of sales orders index increased somewhat, indicate that there was still some demand for manufactured goods in June. These trends hint that there may be some once-off factors that can explain the business activity decline.</p><p>However, it is unlikely that time off to watch the soccer can explain the entire decline - some other factors also seem to be at play. Of importance is that purchasing managers have been scaling back their expectations for future business conditions. While the initial fall from the high (74) reached for expected business conditions in February can be seen as a normalisation to more reasonable levels, the further decline of late (to 59.5 in June) may indicate that the recent bumps (European debt crisis, fears about a Chinese growth slowdown) experienced in the global recovery may be weighing on domestic managers.</p><p>Tied in with this are indications that &ndash; despite stronger global demand - factory exports continue to feel the pinch from the strength of the rand exchange rate, particularly versus the Euro. <![CDATA[<p>Today&rsquo;s economies do not operate in isolation, but are intricately interwoven with others in which their suppliers and customers operate, which has had a profound impact on the procurement function, said Kerkhoff, speaking at a seminar convened by <a target="_blank" href="http://www.smartprocurement.co.za/archives/rethink_management_consulting.php">Rethink Management Consulting</a> in Johannesburg recently.</p><p>Kerkhoff Consulting is one the largest global consultancies specialising in procurement optimisation. Locally, it partners with Rethink to bring its methodologies and expertise to South Africa.<br /> <br />&ldquo;Internationalisation has effectively shifted the procurement paradigm for all types of businesses. Whereas a Procurement or Purchasing Department&rsquo;s responsibility in the past typically began and ended with order processing, it must today consider various trends and supply chain scenarios before making a decision,&rdquo; said Kerkhoff.</p><p>&ldquo;In fact, because the knock-on effect of the various crises &ndash; financial, economic, political, and social &ndash; is exacerbated by internationalisation, a Procurement Department has one of the most important roles to play in its organisation&rsquo;s ongoing success as a global player.&rdquo;</p><p>Kerkhoff identified four mega-trends in purchasing that are currently influencing the way Procurement professionals make their decisions.</p><span style="display: inline;" class="mt-enclosure mt-enclosure-image"><a onclick="window.open('http://www.smartprocurement.co.za/assets_c/2010/07/4 trends.php','popup','width=1145,height=438,scrollbars=no,resizable=no,toolbar=no,directories=no,location=no,menubar=no,status=no,left=0,top=0'); return false" href="http://www.smartprocurement.co.za/assets_c/2010/07/4 trends.php"><img width="100" height="38" style="margin: 0pt 20px 20px 0pt; float: left;" class="mt-image-left" alt="4 trends.gif" src="http://www.smartprocurement.co.za/assets_c/2010/07/4 trends-thumb-100x38.gif" /></a>&ldquo;Megatrend Number 1 &ndash; green procurement, was only a fuzzy buzzword three years ago,&rdquo; he said.</span><p>&ldquo;Today, it is considered an important competitive advantage by over 50% of respondents in a recent survey conducted by the Kerkhoff Competence Center of Supply Chain Management (KCC) at the University of St. Gallen and by the Institut f&uuml;r Demoskopie Allensbach (Institute for Public Opinion Research).</p><p>&ldquo;Furthermore, 69% of those interviewed expected that sustainability in procurement will become even more important in the future with 7% percent already thinking about how they could design their logistics to render it more environmentally compatible.</p><span style="display: inline;" class="mt-enclosure mt-enclosure-image"><a onclick="window.open('http://www.smartprocurement.co.za/assets_c/2010/07/Gerd Kerkhoff1.php','popup','width=90,height=135,scrollbars=no,resizable=no,toolbar=no,directories=no,location=no,menubar=no,status=no,left=0,top=0'); return false" href="http://www.smartprocurement.co.za/assets_c/2010/07/Gerd Kerkhoff1.php"><img width="100" height="150" style="margin: 0pt 20px 20px 0pt; float: left;" class="mt-image-left" alt="Gerd Kerkhoff.jpg" src="http://www.smartprocurement.co.za/assets_c/2010/07/Gerd Kerkhoff-thumb-100x150.jpg" /></a>&ldquo;Today, sustainability is no longer an issue exclusively for social romantics or Greens who have made it to top-management levels. But, whatever the motivation for action may be, the decisive factor is that the necessity for action exists. Certainly, the fact that it might even result in competitive advantages should provide sufficient incentive to deal with the issue of sustainability as early as possible and be ahead of the market,&rdquo; he said.</span><p>&ldquo;Allied to the trend for green procurement is the second mega-trend, the battle for energy and scarce raw materials. Currently, this is the most important trend according to a food industry survey conducted in October 2009 while our own research highlighted that interviewees considered the most important future trends to be the preservation of natural resources (25%), the use of alternative sources of energy (16%), as well as low-emissions production (12%).</p><p>&ldquo;How does this impact the procurement professional? Well, energy costs are accounting for more and more of a company&rsquo;s overall costs, and while there is global competition for raw materials, the BRIC countries (Brazil, Russia, India and China) display a disproportionately high and rising demand for energy and raw materials, thereby exacerbating international competition. Putting plans in place to secure your company&rsquo;s share of scarce resources &ndash; or even specialised equipment used in your mining, manufacturing or service industries &ndash; is vital,&rdquo; Kerkhoff said.</p><p>When it came to mega-trend number 3, competition for staff, Kerkhoff said the era of the purchaser as a processor of orders is over and that globalisation, inter-linkage and growing influences on procurement (for example finances, sustainability, individualisation) are changing the professional profile of the purchaser.</p><p>&ldquo;Well trained purchasers are becoming an increasingly scarce resource,&rdquo; he said.</p><p>&ldquo;This lack of talent management in purchasing will result in &lsquo;home-made&rsquo; shortages and unnecessary pressure on margins. This is a trend that cannot be ignored but which can, to an extent, be ameliorated by partnering with procurement specialists and investing in smart technology.</p><p>&ldquo;Technology and specialists, too, can make a huge contribution to organisations seeking to deal with the fourth megatrend &ndash; purchasing as a control function within the business, which has seen the impact procurement can have on the viability of the company&rsquo;s core business.</p><p>&ldquo;In conclusion, the number of trends influencing the world in which we live and trade is increasing, as is the degree to which these trends are linked. As a result, competitive advantages through new, innovative products and transparent markets are becoming increasingly important in the global commodities trade and factors affecting the commercial success of a business through its purchasing policy are increasing. <![CDATA[<p>&nbsp;According to <b>Kevin O&rsquo;Marah</b> and <b>Debra Hofman</b>, the authors of the AMR report, &ldquo;new data shows that supply chain reports to manufacturing in only 6 % of companies surveyed, while 61 % have the head of supply chain reporting directly to the CEO, general manager or president of the business. It seems clear that supply chain has grown up and the business has taken notice.&rdquo;</p><p>A CPO reporting directly to the CEO affords an organisation the opportunity to achieve sustainable profitability. The largest portion of an organisation&rsquo;s spend usually lies within Supply Chain function activities. It is only fitting to have a strategic focus with regard to how the organisation&rsquo;s resources are deployed and spent,&rdquo; says <b>Ronald Mlalazi</b>, Commerce Edge Academy Education Manager.</p><p style="text-align: right;"><span style="font-size: small;">The AMR report named Apple the company with the best supply chain practices in the world for a third year running.</span></p><p><b>Why have CPOs previously been absent from the boardroom?</b></p><span style="display: inline;" class="mt-enclosure mt-enclosure-image"><a onclick="window.open('http://www.smartprocurement.co.za/assets_c/2010/07/Neil Deverill July 2010.php','popup','width=100,height=110,scrollbars=no,resizable=no,toolbar=no,directories=no,location=no,menubar=no,status=no,left=0,top=0'); return false" href="http://www.smartprocurement.co.za/assets_c/2010/07/Neil Deverill July 2010.php"><img width="100" height="110" style="margin: 0pt 20px 20px 0pt; float: left;" class="mt-image-left" alt="Neil Deverill July 2010.jpg" src="http://www.smartprocurement.co.za/assets_c/2010/07/Neil Deverill July 2010-thumb-100x110.jpg" /></a>A majority of CEOs will readily agree that procurement competence is one of the pillars of excellence. However, they and their next tier of management have a limited vision of the possibilities that a board-level CPO brings to the table, said <b>Neil Deverill</b>, when still acting as Group Head of Procurement for Anglo American plc.</span><p>However, it&rsquo;s not just management that&rsquo;s at fault. CPO&rsquo;s have not been flaunting their skills enough, said Deverill on Procurementleaders.com.</p><p>&ldquo;The truth of the matter is that a CPO&rsquo;s leadership and influencing skills are more important than the actual reporting line.&rdquo;</p><p>CPOs must demonstrate to management what is missing from organisations&rsquo; strategies and then demonstrate consistent strategies to rectify this, he said.<br /> <br />In this way Procurement development will receive management&rsquo;s support, which it requires. Management must come to understand that within supply chains &ldquo;there is a role for every player, including the CEO,&rdquo; said Deverill.</p><p><b>Is the CPO role morphing into a Supply Chain Director?</b></p><span style="display: inline;" class="mt-enclosure mt-enclosure-image"><a onclick="window.open('http://www.smartprocurement.co.za/assets_c/2009/11/Ronald M_Studio_Photo_1007098.php','popup','width=1004,height=768,scrollbars=no,resizable=no,toolbar=no,directories=no,location=no,menubar=no,status=no,left=0,top=0'); return false" href="http://www.smartprocurement.co.za/assets_c/2009/11/Ronald M_Studio_Photo_1007098.php"><img width="100" height="76" style="margin: 0pt 20px 20px 0pt; float: left;" class="mt-image-left" alt="Ronald M_Studio_Photo_100709.JPG" src="http://www.smartprocurement.co.za/assets_c/2009/11/Ronald M_Studio_Photo_100709-thumb-100x76.jpg" /></a>The concept of Supply Chain Management (SCM) is asking CPOs to acquire more skills, says Mlalazi.</span><p>SCM puts more emphasis on strategic focus whilst Procurement as a function has a tactical focus.</p><p>A conventional CPO role tended to be of a narrower scope as it is usually limited to Procurement and strategic sourcing activities such as material specifications; monitoring the supply chain environment; supplier relationship management; management of investment recovery and inbound logistics, he says.<br /> <br />A Supply Chain Director&rsquo;s job has a wider scope and far reaching impact in as far as achieving supply efficiency and effectiveness. This is a high level leadership position for which the incumbent must possess both management and leadership qualities with soft and hard skills, says Mlalazi.</p><p>SCM seeks to eliminate the &ldquo;Silo mentality&rdquo;, integrating and managing business processes across an organisation&rsquo;s functions.
