Gauteng uplifting SMMEs through procurement

 

MEC_BarbaraCreecy_SPW.jpgRecent studies by Stats SA indicate that the face of poverty in South Africa remains black, female and that of children below the age of 17. Furthermore, more than one in every two SA citizens can be officially classified as poor, said Gauteng Finance MEC Barbara Creecy at the Smart Procurement World conference in Johannesburg.

“[Stats SA’s] Poverty Trends Report shows that by 2015, approximately 33% of Gauteng’s citizens were living in poverty. Although this is lower than most of the country, it is not a cause for celebration. One in three Gautengers go to bed without a meal. The situation was further worsened by the province losing 146 000 jobs during the last financial quarter,” said MEC Creecy.

The most direct and effective route to address these socio-economic challenges is a programme of transformation, modernisation and re-industrialisation. Gauteng’s provincial government is currently implementing such a programme in partnership with the private sector, organised labour and civil society, said MEC Creecy.

Kenneth_Brown.jpgIt is South Africa’s equivalent to the proverbial $640 Pentagon toilet seat — a paper binding machine that the government buys from its suppliers for the rand equivalent of almost $2,000, about 13 times what it should cost.

Chief Procurement Officer Kenneth Brown cited the binding machine as an example of the massive waste that means as much as 40% of the government’s R600-billion budget for goods and services is being consumed by inflated prices from suppliers, and by fraud.

Addressing this would mean that "without adding a cent, the government can increase its output by 30%-40%," he says. "We could be building more roads, more schools without even adding more money to the current budget."

CPO website to make government SCM more accessible

 

Parliament.jpgThe Office of the Chief Procurement Officer (OCPO) has launched a website to assist government officials and personnel of state-owned enterprises to create tenders, and to provide guidance to suppliers bidding for tenders.


The website forms part of the OCPO's objective of minimising procurement-related corruption in government while, at the same time, making government's supply chain management (SCM) system more accessible and innovative.

Centralised supplier database to drive economic growth

These were the remarks in the launch speech of the National Development Plan for South Africa, which contains input from and perspectives of thousands of South Africans and looks at practical steps to achieve a better future for all South Africans by 2030.

To achieve economic growth of that level government procurement openings need to be more readily available to small businesses, which create the most jobs and employ 56% of the South African workforce, Catherine Hills, Global Accounts Partner at Ariba, told SmartProcurement.
